question about parallel bar dips?
so dips put alot of stress on your rotator cuffs, but I'm wondering if I performed dips with proper form for awhile would my rotator cuffs adjust to the motion and prevent injury?

Try going only to parallel when you do them, not all the way down. This might help your rotator cuffs.
If they bother it to much, I would try to find an alternate exercise.
You could also do some exercises to strenghten the rotator cuff. This might help.
